PS: there's a specification that states that the host device id shouldn't be read back, so the implementation is intentional.

Hi,

ODIS is short for OMA DM IMEI Synchronization, which is used to uniquely ID a device on a network, by network providers.

AT+CFUN=0 will store generic settings to flash, as per the note here:

You can get the full +ODIS input as a notification, but you will not get the device id when querying the AT command using AT+ODIS?. I'll ask internally and get back to you.

You can store things to flash directly in firmware as well. If your network provider requires some sort of management platform, you might not be able to use this field.
