I recommend reviewing Eddystone Beacon Application - Testing

It's important to follow the Testing procedures. The Eddystone device will not advertise or show up in the application under BEACONS until it has been connected and configured using the UPDATE tab.

In that case can you please suggest any other app to see decrypted eTLM data?

Note that Google discontinued support for Android Nearby Notifications.

If you have updated your phone in the last ~1.5 year, you might not be able to get Eddystone beacons to show up in that app..

I cant see any device under BEACONS tab. What should I do for that?

You can use nRF Beacon for Eddystone.
