Yes, the BLE sniffer is able to sniff all BLE activity, be it a Nordic device or not.

Yes, the nRF52840 is compatible with both the nRF Sniffer for 802.15.4 and the nRF Sniffer for BLE.

The nRF52840 Dongle is not supported by the BLE sniffer firmware I'm afraid. However, you can use it with the nRF Sniffer for 802.15.4 which supports sniffing for proprietary 802.15.4 protocols, as well as Thread and Zigbee. As for the BLE sniffer, you can use any of the nRF52 series DKs as well as the nRF51 DK and nRF51 Dongle. The only device supporting both these Sniffers is the nRF52840 DK if that's what you'd like.
