The time it takes to establish a connection depends greatly on several factors. What is the advertising interval of the peripheral? What is the scan duty cycle of the central? What is the RF environment? If the scanner (central) is not power constrained, then it can scan with a high duty cycle, and you should assume that the connection could typically be established within 1-5 advertisement packets, but there will probably be some rare incidents when it is longer.

After the connection is established, there may be other packets needed to be exchanged, depending on the circumstances, and the time it takes to exchange these packets deepen on the connection interval. But if for instance the peers are bonded from before, and/or no pairing is needed, and no service discovery, PHY updates or similar is needed, then they can start exchanging useful data immediately after the connection is established.
