OK thank you, but I still want to know if there are APIs for modifying the wake-up and sleep time of the radio in BLE Mesh. If so, where are they?

Hi,

To enable broadcast-based communication, the devices must continuously keep their radio in listening mode. So you shouldn't put relay nodes into sleep mode. I suggest you take a look into the Low Power Node feature instead, relevant documentation can be found here:
