&lt;p&gt;If the application overwrites this on boot, then that setting will be used. Try to use at_client to verify if this has been set properly by issuing AT%XSYSTEMMODE just after boot.&lt;/p&gt;

&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;AT+CFUN=0 stores configuration to the modem, so that it sets this on boot up.&lt;/p&gt;
&lt;p&gt;Could you try this after issuing your configuration settings?&lt;/p&gt;
