It is working now after I removed the NCS 1.3 and re-installing it again (updating the toolchain does not work although I can see the modules under v1.3.0\toolchain\opt\bin\Lib\site-packages\cbor).

Thanks.

It should work out of the box using NCS 1.3 and the tooclahin manager on Windows. The cbor module is shipped together with all other modules in the toochain manager, and does not need special handling. You should see the module under v1.3.0\toolchain\opt\bin\Lib\site-packages\cbor. Can you try to install the toolchain again and see if the issue persists?
