You can reduce some of the current consumption by reducing the frequency of the PWM, but again it depends on the load impedance.
i am using the pwm to create a breathing feeling in a couple of LEDs. Which is the correct frequency for that ? ( because i am using randomply 1Khz)
It depends, there's no one frequency that is best for all use-cases. I suggest you ask the manufacturer of your LED's.

RE: Timer interruption and pwm power consumption

what i meant is : can i reduce the power consumption reducing the frequency of a pwm ?

and:

1) i am using the pwm to create a breathing feeling in a couple of LEDs.
