I've reflashed j-link, but it stil doesn't work.

Where can I download the previous version of firmware( J-Link OB-SAM3U128-V2-NordicSemi 190107) ?

No, updating the j-Link firmware should have only updated the firmware in the Segger chip and should not change anything inside nRF52833 chip.

Seems like something got corrupted in your upgrade. Run jlink.exe to start the commander and type 'exec invalidatefw' from the command line inside the Jlink commander then allow it to reflash the device. This allows you to re-flash again next time you use the jlink dll and fix the previous firmware update
