@Samir: Most of the Android 4.2 and earlier phone doesn't have the stack to support BLE.

Some Samsung phone (galaxy S3) supports BLE with Samsung's BLE stack, however they should be updated to Android 4.3 already.

Nordic has development kits for BTLE, nRF-DK is used for developing on the nRF51822/nRF51422 which is a System on Chip and a single chip solutions. The SDK for the nRF-51 includes applications the help you do what you want.

The nRF8001 DK is used for developing on the nRF8001, the nRF8001 requires an additional external mcu. Examples are available on our gitbhub and devzone for a variety of external mcus for the nRF8001.
