I think I get it.

It was the nReset pin: it should be in high position. The system held in reset state until this pin change to high.

It resolved my problem.

It would be a lot better to copy & paste the text - rather than a picture.

Post the text as for source code - just omit step 3.

Doesn't the nRF51 have SWD - not JTAG ?

This is what i have with nrfjprog.

Does the readback protection capability have to do with my problem?

Can you post an image of your connections? Is the voltage level of VDD/VTG correct after you connect the board? Can you try to use nrfjprog directly to erase/flash the custom board? It may provide more helpful error than nRF Connect Programmer app.

No, you don't have to.

You could use a standalone J-Link, or other debug probe supported by your IDE.

Not sure if the onboard JLink on the nRF52-DK is intended to program non-nRF52 targets - have you checked that in the User Manual ?
