I suspect it has to do with the configuration of your app, either on the central or the peripheral side. The "Bluetooth Low Energy data throughput" chapter of the Softdevice specification shows the throughput numbers you can achieve with the Softdevice under ideal conditions.

Is it the application+softdevcie execution speed that affects the throughput?

The distance between central and peripheral device is less than 1 feet.

Could try to set up the peripheral code as I did in the example I uploaded here: https://devzone.nordicsemi.com/f/nordic-q-a/63054/how-to-increase-throughput-in-nrf52-ble-image-transfer-demo-project/257052#257052 to see if it improves the throughput with both your nRF central and phone? I don't think the low throughput is caused by the connection paramaters.
