BLE is not simple.

You really do need to be a competent embedded firmware developer for this.

Maybe you'd be better off looking for a ready-made product.

Or, There are BLE shields available for Arduino, and even some Arduinos based on Nordic chips; eg,

Keil C language but doing different encoding in nRF52 examples. I'm an electrical electronics engineer. I have little software knowledge .

It is the standard 'C' programming language - which is the de facto standard for pretty much all embedded microcontroller projects like this (although C++ is gaining ground - but that's certainly no simpler!)

So do you have any experience with embedded microcontroller firmware development?

Do you have any experience with software development in general ?

Have you spent any time looking at the Nordic SDK? It should be obvious which programming language is appropriate...
