Last week I reprogrammed > 500 units without any problem, I think reason was static electricity, I cannot find any other reasons why some of those did not work earlier.

Hi,

Have you tried reducing the clock speed? In JLink Commander, you can set the "speed 4" to force it to connect over 4kHz.

Do you have any components loading the SWDIO / SWDCLK lines?

Board is PTR5618PA, programmer is J-link (edu), also own (home made) boards gives same result.

Reset pin (connected to j-link) behaves similar as in working boards (oscilloscope), most of boards are working correctly. Faulty boards are working but cannot be reprogrammed.

Where are you programming, on a custom board?

If they've been programmed once then pins might be in output mode taking too much power away from the 3v line (assuming you're using the DK to try to reprogram). To force there is a 'RESET' pin which you may also need to connect in addition to the IO & CLK.
