&lt;p&gt;Have you tried reducing the clock speed? In JLink Commander, you can set the &amp;quot;speed 4&amp;quot; to force it to connect over 4kHz.&lt;/p&gt;
&lt;p&gt;Do you have any components loading the SWDIO / SWDCLK lines?&lt;/p&gt;

&lt;p&gt;Reset pin (connected to j-link) behaves similar as in working boards (oscilloscope), most of boards are working correctly. &lt;p&gt;If they&amp;#39;ve been programmed once then pins might be in output mode taking too much power away from the 3v line (assuming you&amp;#39;re using the DK to try to reprogram). To force there is a &amp;#39;RESET&amp;#39; pin which you may also need to connect in addition to the IO &amp;amp; CLK.&lt;/p&gt;
