&lt;p&gt;Have you also tried to reinstall or install the newest &lt;a href="https://www.segger.com/downloads/jlink/#J-LinkSoftwareAndDocumentationPack"&gt;J-Link Software and Documentation Pack&lt;/a&gt; from Segger?&lt;/p&gt;
&lt;p&gt;Have you tried using e.g. nrfjprog or other tools from your laptop as well, in order to confirm that the board behaves correctly from there? I.e. confirmed that the issue is isolated to the Windows 10 PC in question, and not something wrong with the board?&lt;/p&gt;
&lt;p&gt;I know that in the past there has been some USB issues with certain USB hubs, are you connecting the board directly to a USB port on your computer?&lt;/p&gt;
