No, you still need JLink on Windows.

I did not install Jlink because start up guide says that Jlink is needed only for Linux or Mac. Correct?

Hi.

SIM card should not have to be inserted.

What version of JLink do you have installed?

When you select your device in nRF Connect Programmer does it have three serial ports?

Can you try to click Erase all and then try to update again?

It should work with v3.4.2 of nRF Connect, but you could try with another version.

It did not work, does the SIM card have to be inserted for this step ? or another version of nRF connect?

Can you try uninstalling and reinstalling nRF Connect and installing the latest nRF Command Line Tools?
