Thanks for the suggestion. I was almost sure that was going to solve the problem. But then I realized my upgrade procedure for the APP CPU wasn't updating flash correctly. I just made a silly mistake trying to program the device. Now I can reliably boot the NET CPU.

Can you read the state of the NETWORK.FORCEOFF register at address 0x50005614 after you've called nrf_reset_network_force_off? (0x40005614 for non-secure image).
