I suspect the NETWORK.FORCEOFF is holding the NET CPU in reset upon startup. &lt;p&gt;Thanks for the suggestion. I was almost sure that was going to solve the problem. But then I realized my upgrade procedure for the APP CPU wasn&amp;#39;t updating flash correctly. I just made a silly mistake trying to program the device. Now I can reliably boot the NET CPU.&lt;/p&gt;
