I know of 2 solutions for USB packet capture in windows:

USBPcap (which allows using Wireshark to look at the traffic patterns)

Microsoft Message Analyser (no longer available since 29.11.2019).

Do you need a tool to sniff the communication between the device and host, or you need a tool to emulate the host side?

In terms of pure software sniffers this can be done with Wireshark in Linux:

I don't think a Windows alternative exists though. The best solution is still to buy a hardware sniffer, such as the Ellisys USB Explorer, if you want to sniff USB communication in a more user friendly and powerful way.
