Problem Solved.

I compared both boards, the issue was with VEXT->nRF Switch. It was in mid-state. I switch it to OFF and the board is working fine now. Thanks again (Y)

First off, can you confirm whether solder bridge SB40 is cut in order to do power measurements on your board. If so, you need to use a jumper cable on header P22. Please try recovering the Interface MCU on the DK by putting the MCU into boot mode. You can do so by holding the IF BOOT/RESET button while powering the DK on. You should download the Interface MCU firmware (.bin file) from here and drag and drop this .bin file into the BOOTLOADER window popping up when you turn on the DK in bootloader mode.

I more thing that LEDs are very LOW HIGH like garbage voltage. As shown in the attached image
