I suggest that you have a look at the <a href="https://infocenter.nordicsemi.com/index.jsp?topic=%2Fcom.nordic.infocenter.meshsdk.v4.2.0%2Fmd_doc_user_guide_modules_models_creating.html">Creating new models</a> section of the nRF5 SDK for Mesh documentation, as well as use the thorough descriptions of the <a href="https://infocenter.nordicsemi.com/index.jsp?topic=%2Fcom.nordic.infocenter.meshsdk.v4.2.0%2Fmd_models_vendor_simple_on_off_README.html">Simple OnOff model</a> as reference.
