Yes - in fact, it is a J-Link that is included on the Nordic Dev Kits.

As the name suggests, ST-Link is an ST product specifically designed & supported for programming ST chips - it is not intended nor supported for programming Nordic chips.

However, having said that, there have been posts here reporting success in doing it - so try a search of the forum...

You need to ask that on Arduino and/or Platofrmio forum(s) - neither of those is supported by Nordic.
