&lt;p&gt;Extract the toolchain into a folder of your choice. We recommend to use the folder &lt;code&gt;&lt;span&gt;c:\gnuarmemb&lt;/span&gt;&lt;/code&gt; on Windows and &lt;code&gt;&lt;span&gt;~/gnuarmemb&lt;/span&gt;&lt;/code&gt; on Linux or macOS.&lt;/p&gt;

&lt;p&gt;Looks like you are missing a path variable for your compiler. (&lt;em&gt;this is described in one of the steps when installing manually)&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;Which NCS tag are you using?&lt;/p&gt;
&lt;p&gt;The quickest fix for this issue would be:&lt;br /&gt;&lt;br /&gt;I would highly recommend you to download NCS v1.4.0 from the Toolchain Manager app in nRF Connect for Desktop.&lt;/p&gt;
&lt;p&gt;There you would also get the latest Segger Emb. Studio update included.&lt;/p&gt;
