Joakim Jakobsen looking at this issue again I see that the root cause of the confusion comes from another issue I reported, https://devzone.nordicsemi.com/f/nordic-q-a/69372/delay-parameter-not-possible-to-handle-correct-with-current-mesh-sdk-design

As the standard clearly specifies that the Status message to a delayed message shouldn't be sent until after the requested delay the scenario described by me can't happen and thus the condition to include Target Level and Remaining time is correct.
