nRF Connect started working again after I had install Chocolatey and setup the dependencies of nRF Connect SDK.

With the 64 bit nRF Command Line Tools I get

nrfjprog version: 10.11.1
JLinkARM.dll version: 6.86f

It sounds like there's some mismatch between 32-bit and 64-bit dependencies. Do you have a 64-bit PC? If so, I suggest you to use the 64-bit version of nrfjprog. If nrfjprog --version still gives you that error, you can try checking the dependencies using http://www.dependencywalker.com/ and see if there's a mismatch down the tree somewhere when you load in the nrjfprog.exe binary.

It does not seem to be the JLink exe as I uninstalled it and both the tools and connect and reinstalled the 32 bit tools with the JLink it provided and got the same error.

After installing the 32 bit version nrfjprog gives an error

What does nrfjprog --version in the terminal give you?

I have tried your suggestion by uninstalling both command-line tools and connect and then reinstalling the 32 bit version of the tools and restarted my machine but I am having the same issue. Could the problem be with the JLink executable?

Make sure you have the correct version of nRF commandline tools installed. There's a 32-bit version and a 64-bit version. If you mix those up, people have reported that error online.
