Thanks Kenneth, full uninstall of nrf connect and reinstall fixed it.

Alternatively try to uninstall everything you may have installed of j-link software on your PC, think it is related to j-link in some way.

Running as Administrator makes no difference for me. I am able to install and use 3.6.0 so it's not a huge deal.

Maybe you can try to right click on nrfconnectsetup361ia32.exe and "Run as Administrator"?

Does the same problem exist if you try to install an older release?
