&lt;p&gt;What network operator are you using (and where)?&lt;/p&gt;
&lt;p&gt;Are you using LTE-M or NB-IoT?&lt;/p&gt;
&lt;p&gt;I have asked the modem team about the details, and according to them, the exact behavior is dependent on the network.&lt;/p&gt;
&lt;p&gt;But it will not function as a &amp;quot;fallback&amp;quot;. CID 0 is used during the attach, while CID 1 (or others) can be used to open additional PDN connections after the initial attach. However, if this is allowed, or what they can be used for depends on the network.&lt;/p&gt;
&lt;p&gt;CID 0 is activated automatically, but the rest must be activated manually after the attach.&lt;/p&gt;
