&lt;p&gt;2.If we want to achieve the maximum throughput in the 3 m range and also minimum power consumption , what are the recommended setting for observer and broadcaster role (scanning and advertisement interval)

&lt;p&gt;This depends on your application. How often do you receive an advertising packet? Does the advertiser include a scan response? An advertising packet contains 28 bytes of usable data (31 with flags). A scan response contains 31 bytes of usable data. An advertiser can broadcast advertising packets 50 times a second. So in an ideal world where all packets make it to the observer we get a theoretical throughput of:&lt;/p&gt;
&lt;p&gt;Without scan response:&lt;/p&gt;
&lt;p&gt;50 packets/s * 28 bytes/packet * 8 bits/byte = 11.2 kbps.&lt;/p&gt;
&lt;p&gt;With scan response on all packets:&lt;/p&gt;
&lt;p&gt;50 packets/s * (28 + 31) bytes/packet * 8 bits/byte = 23.6 kbps.&lt;/p&gt;
