I'm not sure exactly what you mean by this, but if you are trying a BLE example you will have to use nRFgo Studio to download a SoftDevice first (for advanced users other methods also exist). For downloading applications to the board I am using Keil all the time. I have assigned a key to the download button so it is super easy.

and one thing I noticed is I directly used Keil, without downloading SoftDevice using nRFgo Studio. I guess it caused some problem.

Thanks! I updated FW and JLINK and now it works okay. I think I had latest one but apparently I didn't.

We see cases like this pretty often. Try to install the latest firmware and drivers as suggested in this thread. See also this thread. These two guys are having issues with the Target DLL. Also please do a search on your error here on the forum. There are several cases with similar issues.

EDIT: Here is another explination on why you'll get the Target DLL error.

I tried but unfortunately it didn't help me. Looks like there is no straight forward answer to this... I registered this to support case of nordicsemi.com. Thanks anyway.

I've run into this exact same issue before. Try this and see if that resolves it for you.

TL;DR -- Try momentarily shorting TP9 to ground.
