I'm having trouble connecting my peripheral on windows. The pairing works, but once I disconnect, I can no longer connect to it. Windows reports "device unreachable" and pairing again doesn't work. The only way to get out it is clearing the bonding

RE: Unable to reconnect on windows if BLE privacy turned on

Can you check out this thread:
https://devzone.nordicsemi.com/f/nordic-q-a/39921/how-to-set-my-nrf-device-to-use-the-private-resolvable-address

You can find example code using both pm_privacy_set() and sd_ble_gap_privacy_set(). You may try to use BLE_GAP_PRIVACY_MODE_DEVICE_PRIVACY first, since the examples use that.

While debugging you may consider allowing repairing:
https://devzone.nordicsemi.com/f/nordic-q-a/52034/sdk-15-3-pairing-issue/212756#212756
