In Windows 10 "Add a device" detects the Nordic_HIDS_mouse device and then issues the
challenge Press Connect if the PIN on Nordic_HIDS_Mouse matches this one ...
and displays some arbitrary looking 6 digit number

RE: BLE Mouse Example in Windows 10

The testing description should be:
https://infocenter.nordicsemi.com/topic/sdk_nrf5_v17.0.2/ble_sdk_app_hids_keyboard.html#project_hid_keyboard_test
https://infocenter.nordicsemi.com/topic/sdk_nrf5_v17.0.2/ble_sdk_app_hids_mouse.html#project_hid_mouse_test

During development you may by bonding repeatedly, which may cause problems, so you can try to allow re-pairing by adding handling of PM_EVT_CONN_SEC_CONFIG_REQ as shown here:
https://devzone.nordicsemi.com/f/nordic-q-a/57979/disable-bonding-and-allow-only-pairing/235212#235212

If still no luck, then I need an on-air sniffer log of the issue:

https://www.nordicsemi.com/Software-and-tools/Development-Tools/nRF-Sniffer-for-Bluetooth-LE
https://infocenter.nordicsemi.com/pdf/nRF_Sniffer_BLE_UG_v3.2.pdf (there might be newer depending on when you read this)
