Have you made sure that the SIM ICCID and PUK is correct?

Please be aware that iBasis does not have global coverage. Going from the location you have registered on DevZone, you are not in a location where iBasis SIM is supported yet, unfortunately. You can find a list over which locations are supported here. You should still be able to register the SIM card, so that is not the reason for why the registration hangs, but you will not be able to connect to the network using the iBasis SIM card if your location on DevZone is correct.

If your location is not on iBasis' IoT network coverage list, you can check out the GSMA Deployment Map to find operators with LTE-M and/or NB-IoT coverage where you are. You can contact the operators you find there to get a LTE-M or NB-IoT SIM card.
