Yes, that's correct, in this case you can't rely on existing documents so you have to test your product. A lot of things will change, and especially the antenna gain and radiatiaton pattern

One more follow up, if I am using the System on Chip version (NRF52840-QIAA-R) would that be my issue? It isn't actually a module, instead it is a chip that must be certified as part of a design?

The chip itself can't be certified or qualified, it has to be part of a design. In this case, we're using the DK. In case you are using a module, the manufacturer of this will in most cases have the reports.
