The nRF9160 SiP only supports control plane data in NB-IoT.

Håkon has gone on vacation this week so I have taken over this case. I have asked our LTE experts if there is a way to check if the UE is using control plane for data transfer, and I will let you know when I hear back.

NB-IoT can use user plane or control plane for data transfer.
If nRF9160 NB-IoT implementation prefers user plane (CIoT EPS Optimization using CP)
how can I distinguish what plane is NB-IoT PDN using to be able to know whether I can use %XRAI ?

I have confirmed that NB-IoT uses control plane by default when sending.

There are no samples at the moment, but there is a PR with socket options for RAI.
