A brief search for this reveals that it seems iOS devices supports >= 15 ms connection intervals, it also seems to me that Android OS does not limit the connection interval directly(you can have it as low as 7.5 ms), although you do not set the connection interval explicitly so there are only a handful of preconfigured options available.
Take this information with a pinch of salt though, since I am neither a iOS nor Android OS developer.

The peripheral can request a connection parameter update, please see this sequence diagram to see how this might transpire.

This depends on what connection parameters your phone and application supports. I know that some OS's does not yet permit connection intervals lower than 15 ms, for example. In this case, your application will not be able to override this.
In general, you will have to configure the phone application to accept the parameters requested by the peripheral. How you do this will be different between iOS and Android.
