Sorry for the late reply.

When you ran the command line tools installer, you should have also installed JLink. You must add the folder containing JLink.exe to your path.
For me this folder is at "C:\Program Files (x86)\SEGGER\JLink", so you can check there first.

If you do not know how to add a folder to your path, here is a guide I found: https://www.architectryan.com/2018/03/17/add-to-the-path-on-windows-10/

You may need to restart your computer for the change to take effect.

After installing nRF-Command-Line-Tools_10_13_0_Installer_64, the west flash command works, but the west debug is still not okay.

My current system is win 10 build 19041.

Just to be sure, can you download and install/repair nRF Command Line Tools 10.13.0?

If that doesn't fix the issue, could you tell me which operating system you are using and which similar thread you looked at?
