The official nRF Cloud documentation is available at docs.nrfcloud.com. For this use case you would want to use modem firmware 1.3 and JWTs for authenticating the REST-based Location Service endpoints. Relevant docs:

Yes, it is possible to use nRF Cloud Location Services in combination with other clouds. And it doesn't necessarily have to be a device that is accessing/fetching location data from nRF Cloud. It can also be any other cloud instance. This is basically just an API call from the other cloud to the nRF Cloud.
