Hello Charlie, Actually it works now, but I did something different than what you've mentioned in ur comment, bc I've done these requirements since the beginning :).

I only switched from Google chrome browser to Firefox. and I could download the library.

Hi Mustafa,

Please make sure you have satisfied the 3 listed requirements and also double check that the country you selected matches the country used in the DevZone profile, you may have not selected a location in your DevZone profile.
