How are you accessing the pin? Are you using NRF_GPIO directly?

It is a little weird. This pin driver can be high, when "ble_stack_init();" is not called. But once, it is called, the pin is never high.

It shouldn't be anything wrong with this pin. Sounds like a hardware issue to me. Are you able to test on several boards?
