You're right. This is part of the Zigbee PRO R22 specification which was added in the nRF5 SDK for Thread and Zigbee v4.0.0. So as of SDK v4.0.0 this subcontracting is supported. It is supported from ZBOSS stack v3.3 and onwards.

As far as I know, network layer subcontracting is already supported on the Zigbee PRO R22 specification. See the zigbee sdk release notes, in zigbee sdk 4.0 support for Zigbee PRO R22 specification was added.

I'm afraid I haven't heard of network layer subcontracting before, and it does not seem to be mentioned in any release notes of any ZBOSS stack release notes, so it does not seem like it's supported.
