Yes, that is true, based on what the vendor populates in this list. Home PLMN and Visitor PLMN (which holds MCC/MNC) can be populated by the vendor to avoid the scenario that you asked about, where the SIM will then instruct the UE which to priorize.

If the UE has not seen these networks before, it will be based on best signal when searching.
