Just to note: Vodafone does support RAI over NB-IoT, so maybe that is a option.

With mfw 1.3.1 AT%REL14FEAT now reads back correct.

Unfortunately I see no functional change in timings nor power consumption.

For now I give up and assume RAI isn't supported by my provider(s) and wait for them to support it.

Could you try to update to mfw 1.3.1?

There the rel 14 features should be enabled.

Based on the commands, it looks like the device is using the Deutsche Telekom profile, which was detected autmatically from the SIM card.

To confirm that, we need a modem trace that captures the modem booting up, i.e. where you reset the device after starting the modem trace.

In the Deutsche Telekom profile, all release 14 features has been disabled in mfw 1.3.0, which would explain why you are not able to enable any of them.

All three (roaming) providers (Vodafone Netherlands, KPN B.V., T-Mobile Netherlands) report the same:

OK

Note that I do see different RRC Inactivity Timer values and massive different power consumption between these three roaming providers.

Green: Vodafone
Yellow: KPN
Red: T-Mobile

One explanation for the %REL14FEAT behaviour is if the modem is using an operator configuration where the release 14 features aren't allowed.

Could you check the output of the following AT commands?

AT%XOPERID

AT%XOPCONF?

I have tried Vodafone Netherlands, T-Mobile Netherlands and KPN, none work.

I am not sure if they support RAI, I have an outstanding question but have not received a reply yet.

But shouldn't the %REL14FEAT always be accepted regardless of the provinder, since the %REL14FEAT command is allowed only before activating the modem with the +CFUN=1 command?

Unfortunately, my nRF9160 DK has an revision 1 engineering sample that is not supported by mfw1.3.0 (will not boot).
