 I use a Segger JLink EDU (the big version, not the mini) to flash some custom boards. This used to work fine until I upgraded nRF Connect and got Programmer v2.0. 
 Now my jlink is not detected at all anymore. &lt;p&gt;Great that you found the issue!&lt;/p&gt;
&lt;p&gt;We have had reports of issues with the device list in v3.8 and v3.9 of nRF Connect for Desktop. Having a JLink debugger connected to the computer without the debugger being connected to anything will cause this issue.&lt;/p&gt;

&lt;p&gt;It seems that since Programmer v2.0, the debugger will not be listed if it is not (or incorrectly) connected to the target board.
