Hi,

You will need to update the certificates and then delete the device from nRF Cloud interface. Afterward, you can ensure that certificates are updated and re-register your device to nRF Cloud. Here is the doc for nrf Cloud: Getting Started With Your Devices | nRF Cloud Docs

1. I confirm that modem V1.3.1 is used

2.I used the Certificates :devzone.nordicsemi.com/.../nrf_2D00_352656100375701.cert.zip

3. Why does this error occur?

Hi,

What is the modem firmware you are using? Here is said, "Devices using the REST API must also use modem firmware v1.3.x, which has its own hardware requirements as described in the release notes." Please make sure the modem firmware is v1.3.x.

Also, refer to this https://docs.nrfcloud.com/Guides/GettingStarted/LocationServices#using-rest documentation to make device authentication correctly executed.
