Agree with Rajee's reply.

1. You should not expect nRF connect for desktop support custom board, the apps inside are designed for Nordic DK boards.

2. nRF9160 is one Cellular IoT chip and it can not work with BLE app.

As far as I know, the programmer for the Icarus IoT board is designed by the Actinius Icarus team and Nordic is not the maintainer of this.
This programmer is different than what comes in the nRF Connect for desktop. See here:

You should directly reach out to them for issues related to their kit.
Looking at the error messages above, their board is simply not recognized by the nRF programmer which has different USB IDs and works only with Nordic's dev kit products.
