did you try "nrfjprog --recover" with the device that is not able to connect?

If you tried that and it did not work, then most likely you need to get another DK as something went wrong with that chip on that DK.

I can't connect to the nRF52840-DK via command line but I can connect to the nRF52-DK.

are you able to connect to the chip using the command line tool nrfjprog?

Probably the segger firmware somehow is broken on the DK, then try J-Link configurator to see if you can update the firmware
