&lt;p&gt;When you configure pin21 as RESET it will be hardware configured to pull-up internally. The reason it is active low is that when the device is turned off the pin will be 0, and when it turns on it will be 1, there is a simple way to know when/if your device is on.&lt;/p&gt;
