Ok, so what are your suggestions for avoiding it? Are you saying that if we required a PIN entry you wouldn't get the double dialog?

The problem is this would appear to happen with all new Android devices, so regardless of whether it's an Android bug or not it's still a big problem for every Android user.

think this bug appears when using the "Just Works" pairing method. Instead of a dialogue asking for a PIN or comparison we just get an "empty" pairing dialogue. Therefore it's an android design choice or bug probably.
