That is correct.

This is what the "spm" does. This is automatically built and added to your project when you build with a non-secure board, like nrf9160dk_nrf9160_ns.

Does that mean if would like to use modem as non-secure, need to configure all peripheral(UART,I2C,SPI,RTC) as non secure only? Or there is any way for such secure peripheral communication?

This is a hardware restriction, so it will not be released.
