It might be that you are not using Kepler. if you are using Luna probably this will help you

However I set the damn paths up, Eclipse will either fail to find "arm-none-eabi-gcc" or "make.exe". It seems like Eclipse wants them both in the same path...

In case it helps, here is what I get when restarting Eclipse:
