If you have the nRF24L01-DK as well, you should be able to use this. But note that it requires the nRF24L01+ SPI lines to be connected to the development kit. Since you need to use the nRF24L01+ with a microcontroller, I'd think it's easier to write test FW for this.

If I have a PC with Windows XP OS, can I use the NRF2401+ RF TEST Tool?
Luckily I have a laptop with Winxp OS and it's running fine.

Can I get help with "NRF2401+" RF TEST tool?

There are currently no test tools for the nRF24L01+ available. The DK is obsolete as the drivers stopped working after WinXP. The datasheet, appendix C, explains how to setup a constant carrier for testing. For a modulated carrier, you have to send packets back-to-back
